Kaplan is a Debian developer since 2006. In Debian his main focus is Hebrew and right to left related packages. Besides Debian he is also involved with the LibreOffice project.
In Israel, he organizes August Penguin, the Israeli free software conference and takes part of managing Hamakor, the Israeli free software association.
